That's not an existing valid serialization-format for MARC21.
LOC only documents its metadata fields.
LOC cannot predict serializations, so it merely shows pseudo marc.

Yes but none of them can parse this format actually used by the Library
of Congress to exemplify MARC21 format:

By the way: how do you quickly create MARC records by hand from command
line? The sample format linke aboe looks very convenient to type:

echo '100 1#$aSurname, Given' | \
   catmandu convert MARC --type ??? to MARC --type MARCXML
