Catmandu is indeed an open source project, distributed under the terms of either the GNU General Public license or the Perl Artistic License. You can choose the terms which suit you best. See also https://dev.perl.org/licenses/
Catmandu contains also many modules by our contributors. They can choose whatever license they think best. As far as I know all the modules are open source and use the same types of licenses as stated above.
License information can be used in the LICENSE section of the documentation pages.
