[librecat-dev] LibreCat on Docker

There are two different working images (standalone & docker-compose) of
LibreCat-bundle on CentOS 7 at:
    https://github.com/subugoe/pub_dev

You may find some redundancy by installation of some packages, which I
will cleanup as soon as I get the chance to do so.
