[librecat-dev] path for fixes

Perl allows to set the PERL5LIB env to set any other places to look for Perl packages

PERL5LIB=/home/ck/catmandu/packages:/here/also catmandu convert -v MARC to CSV --fix fix/unibib_check.fix
