[librecat-dev] character encoding wrong when exporting to MARC-in-JSON

Hi,

It looks like the character encoding is wrong when converting MARC-XML to
MARC-in-JSON (e.g. Latvian special characters get distorted during export).

MARC-XML is encoded in UTF-8 and MARC-in-JSON should also be UTF-8 by
default so this should not be an issue.
