This is a ticket for [Catmandu::MARC](https://github.com/LibreCat/Catmandu-MARC) . I create a fix in that project and pushed a new version 1.29 of Catmandu::MARC to cpan.
Can you install the 1.29 version of Catmandu::MARC and try again. Use the ticket system of that project for further feedback.

It looks like the character encoding is wrong when converting MARC-XML to MARC-in-JSON (e.g. Latvian special characters get distorted during export).
MARC-XML is encoded in UTF-8 and MARC-in-JSON should also be UTF-8 by default so this should not be an issue.
